NEW federal legislation will be unveiled today, in the pursuit of the implementation of clean-coal technology.
The draft legislation would establish access and property rights for the injection and storage of greenhouse gases under the seabed. The laws would apply to Commonwealth-controlled waters lying more than three nautical miles offshore.
Resources and Energy Minister Martin Ferguson will travel to the Latrobe Valley's Loy Yang power plant to unveil the draft laws, which he has described as groundbreaking and potentially a world-first.
The minister said the legislation would permit multi-use rights alongside other marine users, including the fishing and petroleum industries. Pre-existing property and use rights would be preserved.
